School board approves draft warrant articles, hears solar-bond and trust-fund update

Brentwood School District trustees on Tuesday approved draft warrant articles that preserve prior target amounts for the district’s trust funds and reviewed updates on a district solar project and current-year finances.
The warrant-article motion approved by the board covers the district’s previously discussed trust funds — special education capital reserve, technology, safety and security, and maintenance — with the same dollar amounts the board adopted last year, board members said.
The board’s finance presenter said the district’s current-year financial report shows receipts and expenses largely in line with expectations and that investment earnings were higher than budgeted, which improved projected revenue. The presenter also said the district has made the final payment on the solar project and expects a bond sale on Jan. 15; the actual interest rate from that sale will be known after the bond closing and may affect next year’s budget.
On the solar project, staff reported they had completed an IRS “pre-approval” step and are awaiting the interconnection date and final documents; a volunteer with prior experience is helping the district through the remaining steps. The presenter described the interconnection timeline as uncertain.
Board members reviewed current trust-fund balances that staff presented: special education capital reserve $197,020; technology $10,000; safety and security $52,112; and maintenance $152,483. Staff reiterated the district practice that warrant-article funding is applied in ballot order: if available funds are insufficient to fully fund all items, they are funded in order until the balance is exhausted.
Board members discussed recommended target levels. Staff recommended keeping maintenance at a $150,000 goal and safety and security at $50,000 and continuing technology at the levels presented. Trustees said they preferred not to reduce the special-education target back to prior lower amounts given recent special-education needs.
The board moved and approved the draft warrant articles as presented, and members agreed the warrant materials will also go to the municipal budget committee at its next meeting.
