Details and context
Approvals of Ordinances 2025‑O‑03 and 2025‑O‑04 authorize the city manager to contract with the McLennan County Elections Administrator for election services and establish early voting and election day vote center arrangements and schedules; the ordinances differ only in that O‑03 covers a special election to fill a vacant Ward 2 seat and O‑04 covers the regular joint general election for seats with terms expiring in May 2027.
On scheduling, staff had flagged a holiday conflict with the Feb. 17 meeting; after brief discussion the council voted to cancel and hold business until the March meeting. Council members noted one member had a bid that could be affected by timing, but members agreed delaying to March would not hold up work.
On the city manager personnel action, the vote followed a closed executive session under Section 551.074 of the Texas Government Code for the manager’s evaluation. The motion adopted a combined 7.5 percent compensation increase, effective Jan. 1, 2025, and a one‑year contract extension; the motion recorded a 6–0 favorable vote.
