The Torrington City Council authorized the mayor to award and execute a construction contract for rehabilitation of the Church Street bridge to McNamy Construction Corporation of Lincolndale, N.Y. The contract amount cited in the council motion was $1,474,000 with up to $70,000 allowed for quantity fluctuation, contingency and utility relocation expenses; the work will be funded from the city bond fund and Town Aid Road Fund, according to the city engineer’s memo dated January 2025.
City Engineer Paul (last name not provided on the record) told the council the bridge’s concrete deck is in generally good condition but the steel girders and certain beams have deteriorated. A 2021 bridge study ranked the structure among the top five bridges needing work. The proposed scope includes bearing replacements and repair or re-welding of deteriorated steel sections; much of the work will occur beneath the bridge rather than on the roadway surface.
Council members asked whether replacement would be more cost-effective than repair; staff said the girders are repairable and the concrete deck does not require full replacement. Paul confirmed the bridge was built in 1956.
Councilman Aydin moved the authorization; the council approved the motion on a voice vote.
