Commission hears cautious optimism on Red Mountain Trail funding; mayor’s budget may include $300,000

City staff updated the Conservation Commission on the Red Mountain Trail project and a funding shortfall that has delayed construction. Commissioners learned that consultants estimated a roughly $300,000 gap in project funding under the current contract, and the mayor and public works director discussed options for closing that gap.

Staff said the city could scale back construction to a “bare bones” interim build to meet grant deadlines, but public works and the mayor preferred to include $300,000 in the municipal budget to fully fund the plan instead of delivering a reduced interim project that would appear substandard. The commission was told the mayor placed the $300,000 request in the proposed budget; commissioners were cautioned that the amount is not finalized and could be decided during the municipal budget process this spring.

If the city council approves the mayor’s budget appropriation, the project could proceed and be completed within the year; if not, the work would likely be delayed one to two years while staff pursue additional grant rounds or rework the contract. Commissioners asked to be kept informed and were asked to watch the budget process for progress on the line item.

No formal action was required at the meeting. Staff said they will continue to coordinate with the mayor’s office and public works and report back on budget outcomes.
