The Shelton Planning and Zoning Commission approved a certificate of zoning compliance for Roaring Borer at 509–517 Howe Avenue following a brief presentation by the applicant and staff research into prior approvals.
The applicant, Matthew Calandro, told the commission the business will be “a restaurant with entertainment. This is not going to be an entertainment hall,” and said the operation will serve breakfast, lunch and dinner and currently is proposing hours that may vary by day. He described a likely occupancy target of about 150 but acknowledged the final number will be set by the fire marshal’s formula and related licensing, insurance and liquor-permit implications.
Commission staff reported they had reviewed pertinent planned development district (PDD) statements of uses and similar certificates of zoning compliance and did not find a uniform provision that treated live entertainment as a regular or accessory use; outdoor patio approvals and restrictions appeared in some past certificates. Commissioners noted that if the business holds live entertainment it must be declared on the liquor license application and that staff will follow up on any complaints after the certificate is issued.
Commissioner Motto moved to approve the certificate of zoning compliance. Commissioner Ticky seconded the motion. The commission recorded a 6–0 vote in favor with no nays or abstentions.
The approval authorizes the applicant to operate as described in his application; occupancy levels and any specific requirements tied to entertainment will be governed by the fire marshal and by the liquor licensing process. The commission did not attach additional special conditions during the vote.
