The Commission on the City Plan on Jan. 28 approved a two‑lot resubdivision for a parcel at 452 Plain Hill Road (application 438452) and accepted a sidewalk waiver for the project, subject to conditions. The commission also required that the applicant grant a stone‑wall preservation easement to the city, to be accepted by the city council.
Brandon Hanfield of Antiques River Consultants, representing applicant Balwinder (Balinder) Singh, described the proposal as splitting the existing 3.79‑acre parcel into two lots: a 1.87‑acre northern lot and a 1.63‑acre southern lot. Hanfield said each lot will be served by its own driveway, a private well and a subsurface sewage disposal system; the Oncus (Yantic/Oxius) Health District reviewed and issued favorable comment on the proposed septic layouts.
Planning staff reported that revisions had addressed city review comments and that the city engineer and other departments had submitted comments the applicant had committed to resolve on the final plan. Staff reminded the commission that a stone‑wall preservation agreement sample had been provided and recommended the commission require such an easement to preserve the historic stone walls that bound the property.
The commission voted to waive the sidewalk requirement, reasoning that no sidewalks exist in the immediate area and sidewalks would not connect to an existing network. Commissioners then voted to approve the subdivision application with the conditions listed in the staff memo, including the requirement that the applicant file a stone‑wall preservation easement with the city council for acceptance and that final revised plans addressing outstanding staff comments be submitted before recording.
Commission discussion noted that utilities will be run underground from the road to avoid impacts to the stone walls and that the applicant committed to provide final revised paper plans for staff review. The planning department will confirm completion of conditions and submission of final documents before issuance of certificates of zoning compliance or approvals required for construction.
