R6 Regional Council outlines 2024 program work in Millard County, highlights housing and workforce services

R6 Regional Council representatives briefed the Millard County Commission on the regional agency’s 2024 work and plans, saying the organization administers dozens of state and federal programs and supports local community and economic development efforts.
Travis Kiel, executive director of R6, told commissioners the agency ran 55 different state and federal programs in 2024 and served more than 5,000 people across the six‑county region. “We currently are running 55 different state and federal programs,” Kiel said, adding that the agency manages more than 85 separate revenue sources to fund those programs.
Kiel highlighted housing work in Millard County: R6 is the managing member and landlord for Crown single‑family homes built with federal low‑income housing tax credits. He said five Crown homes are under construction on Fillmore’s north end and that roughly 40 percent of Crown homes the agency manages across the region are in Millard County. Kiel explained the investor tax‑credit structure requires an investor to exit after 15 years, at which point the homes are sold into private ownership.
The presentation described several program lines that operate from Fillmore, including weatherization, rental assistance and senior services. Jess Peterson, R6 community advisor assigned to Millard County, told commissioners his office completed 63 community visits and worked on nine grant applications in 2024, including Scipio highway tax work that Peterson said could generate about $150,000 in annual revenue for that town.
Kiel also reviewed R6’s budget and said county contributions totaled roughly $312,000 across the region; he noted every $1 of county contribution leveraged state and federal funds and that the agency had helped bring multiple economic development grants to Millard County.
Kiel and Peterson asked commissioners to consider continued county participation and noted that local cities already contract with R6 for economic development support in some cases. Commissioners said they plan to coordinate with R6 staff to better use the agency’s services.
