Commissioners approved a purchase agreement with MLH Inc. and Highmark Development Corp. for a digital tourism billboard; the commission also approved a separate ground‑lease agreement with Fillmore City for the billboard site, a 10‑year lease at $4,000 annually, to be paid from tourism funds.
