Commissioners approve consultant to assist with utility contract negotiations and water resource planning

The Effingham County Board of Commissioners approved Feb. 4 a consultant services agreement with TPR Consulting Services LLC to support utility contract negotiations and water resource management if the county proceeds with a water intake and treatment project.
Danielle Carver, procurement and contracts manager, presented the agreement and said consultant Tony Rojas will assist the county in negotiating an intergovernmental agreement (IGA) with Bryan County if needed. County Manager Tim (last name not specified) explained the consulting work is contingent on securing funding for a water intake plant; one of the permitting prerequisites would be memoranda or MOUs with major water customers such as Bryan County.
“One of the first things that were required in order to get a permit is a MOU, with our large water customers. Bryan County would be one of them, and so this would help us negotiate the agreement with them,” Tim said, describing the consultant’s prior experience representing Bullock in negotiations with Bryan County.
Staff recommended approval of alternative 1 and commissioners approved the services agreement. The vote authorizes staff to work with TPR Consulting on contract negotiations and water-resource tasks identified in the scope of work.
