Dorchester County Council approves up to $100,000 to join countywide vision plan

Dorchester County Council voted unanimously Feb. 3 to allocate an amount not to exceed $100,000 to participate in a countywide vision plan and to consider inclusion of municipal redevelopment projects such as 500 North Main.
Council Chairman C. David Chinnis said he wanted the countyto ensure municipalities and unincorporated areas had an opportunity to participate. The council approved a resolution to fund a strategic action and community vision plan prepared by a consultant the county and its partners have shortlisted.
Why it matters: County and municipal leaders said a unified, long-range plan could align spending, ordinances and development priorities across jurisdictions and help Dorchester attract and implement larger projects. The planis meant to be data-driven and to emphasize implementation, not just studies.
Chris Kahler, identified in the meeting as the 2025 chair of the Chamber of Commerce, urged council support and said the process must include the whole county. "This is a county wide vision plan. I know the mayor spoke and and he should for the for Somerville, but this is for us, it's from Saint George to Somerville. It's everybody," Kahler said.
Mayor Tushbury of the Town of Summerville also told council the municipal government would partner on the plan and highlighted the irregular municipal boundaries that make coordinated planning important. Several council members and business leaders said the plan should prioritize implementation and community engagement, not only design goals.
The council discussed the consultant selection process; the chamber and county narrowed candidates and recommended Broad Ripple Strategies as the preferred consultant. Council members said the plan will rely on a steering committee with elected officials and multiple task forces and public meetings.
The motion to allocate up to $100,000 passed unanimously.
Ending: With the vote, the county will move into the vendor contracting and steering-committee selection phase. Council members said they expect the plan to be a long-term document intended to guide investments such as parks, mobility and development projects and to identify funding sources for implementation.
