County manager announces $75,000 CPTA grant video, bike-trail and airport updates; video not played

Bradford County's county manager told the board on Feb. 4 that the county was awarded a $75,000 Community Planning Technical Assistance (CPTA) grant and that the grant produced an introductory video for Bradford County. The manager intended to debut the video at the meeting but technical difficulties prevented playback; the manager said the video would be posted to the county website and social media after the meeting.
The manager also provided infrastructure updates: the county is continuing outreach for photos to submit to the Florida Association of Counties calendar and requested that municipal events and images be shared for submission.
On the bike-trail and related construction timeline, the manager said construction is moving forward and that completion is expected by the end of 2026; the construction procurement was expected to go out for bid in May of the meeting year.
Regarding the Keystone Heights Airport and related state funding: the manager said the original DEO (Department of Economic Opportunity) grant awarded earlier was for $2.3 million and that county staff worked with DEO to change the scope to spend that funding on building a new access road. The county and airport authority are seeking separate appropriations for diesel lanes and internal airport roads; the manager said the airport authority has multi-year planning documents (5-, 7- and 10-year plans) and asked the Keystone Heights Airport Authority's chair to present details to the board at a future meeting.
Commissioners asked for a presentation from the airport authority and asked staff to invite the authority's chairman to the next meeting so the board can review the airport's plans and appropriations requests.
