Norwich School Board held executive session on administrator employment; announces assistant superintendent resignation

The board said it would make no further comment on the investigation or Ms. Gloster’s employment and that any Freedom of Information requests for related records should be directed to the acting superintendent and would be processed through the district’s legal counsel.
Board members took the motion to move to executive session after the motion was read into the record. The motion, read pursuant to Connecticut General Statute §1-200, said the board would discuss the employment of an administrator and that the board could ask Acting Superintendent Susan Lessard to participate in some or all of the executive-session discussion. Christine Scott moved to proceed; a roll-call poll of members recorded unanimous consent (names recorded in the meeting poll were the board chair, Heather, John, Christie, Greg, Chris Milton and Kevin). The board later said no votes were taken during the executive-session portion of the meeting.
After the meeting resumed in open session, an unnamed board member read the personnel announcement that said Ms. Gloster had been placed on paid leave in September 2023 and that “the parties believe in the best interest that Miss Gloucester resigned from her position as assistant superintendent, and Miss Gloucester has resigned from her employment effective today, January 31.” The board added, "The board will have no further comment on the investigation or employment of Miss Gloucester. The board thanks Miss Gloucester for her service and wishes her well in future endeavors." The board directed requests for records to the acting superintendent and legal counsel for processing.
The meeting concluded with a unanimous motion to adjourn moved by Christine D'Estasio and seconded by Donna Iovino. The board polled and approved the adjournment unanimously.
No other formal actions or votes related to personnel were recorded in open session; the board noted that responsibility for personnel matters below the rank of superintendent rests with the acting superintendent. The board did not provide additional details about the investigation or the FOI requests already received.
