Council amends settlement for Echo Hill development, adds design and buffer enhancements

Mentor City Council on Feb. 4 approved an amendment to the settlement agreement in the matter of Charles M. Andrews, trustee of the Gloria M. Andrews Trust, et al., v. City of Mentor (Northern District case number cited in materials) to allow updated design and buffering commitments for the Echo Hill residential development.

The law director forwarded a proposed amendment to council under work‑product privilege. Council members described the amendment as containing material changes that enhance design guidelines for homes visible from Belle Glo and Eleanor, add architectural detailing and finished materials to rear elevations, increase buffering and landscaping, and allow a larger-volume builder to construct the 35 approved homes under the revised terms.

Council discussion and resident input were summarized in the meeting. One council member thanked Ward residents and council member Kirschner for meeting with the builder and negotiating enhancements. Kirschner and at least one other council member described meetings with residents and with the builder to secure commitments on garage-door variety, roof and shingle variations, ranch‑style home percentage (20% requested), perimeter buffering, and reconfiguration of a detention basin to allow more north-side buffering. The council member said Pulte committed in writing to a number of these enhancements and that the amendment memorializes the improved design and buffering commitments. Council then approved the amendment by roll call.
