Troy council adopts contracts, parks plan update and summer event permits in brief votes

The Troy City Council on Feb. 3 adopted several routine resolutions and ordinances, including authorization to advertise for bids for quicklime, approval of a parks and recreation master plan update, non‑ticketed use permits for Treasure Island concerts and temporary designated outdoor refreshment area (DORA) permissions for three summer events. The council also confirmed appointments to the Human Relations Commission and the Troy Community Reinvestment Area Housing Council.
Key items adopted or advanced at the meeting:
• Resolution R6-2025: Authorized the director of public service and safety to advertise for bids and enter a contract for quicklime for the water treatment plant for calendar year 2025 at a cost not to exceed $100,000; this was described as a backup to an existing contract with the City of Dayton. Motion to adopt was moved by Mister Twist and seconded by Mister Pierce; council adopted the resolution after suspension of the rules.
• Resolution R7-2025: Authorized an amended professional services agreement with American StructurePoint Inc. for a comprehensive parks and recreation master-plan update for the City of Troy at a cost not to exceed $80,000. The resolution was moved to suspend rules by Mister Witten, seconded by Mister Twist, and then adopted.
• Ordinance O2-2025: Authorized the director of public service and safety to execute a Treasure Island non‑ticketed use agreement for 2025 events at Treasure Island Park. The ordinance was adopted after suspension of the rules; during committee reports the Park & Rec committee earlier mentioned concert dates of June 21, July 4 and Aug. 2, while the ordinance text read during the meeting referenced June 1 and Aug. 2, a discrepancy noted in committee comments and the ordinance reading.
• Ordinance O3-2025: Permitted use of specified real property as a designated outdoor refreshment area (DORA) for events on June 21, July 4 and Aug. 2, 2025; the ordinance was adopted after suspension of rules.
• Appointments: Robert Lewis was appointed to the Human Relations Commission for a term through Dec. 31, 2027. Michael Hammer and Donna Deville were appointed to the Troy Reinvestment Area Housing Council for terms through Dec. 31, 2027. Both sets of appointments were moved and seconded by council members and approved by roll call.
Most items were approved by unanimous or near‑unanimous roll-call votes; where a negative vote was recorded during ordinance adoption, council nevertheless adopted the measures.
The meeting also approved minutes from the Jan. 21, 2025 meeting and received committee reports about quicklime bidding, paving, and park-related professional services. Several routine measures were handled under suspended rules to permit immediate adoption.
