Troy council approves $120,000 feasibility study for West Main/Experiment Farm intersection after resident questions roundabout plan

The Troy City Council on Feb. 3 adopted Resolution R4-2025 authorizing the director of public service and safety to amend an agreement with American StructurePoint Inc. for a feasibility study of the intersection of West Main Street with Stanfield Road and Experiment Farm Road at a cost not to exceed $120,000.

The study drew public comment and questions about whether a roundabout is the intended outcome. Bradley Barringer, of 105 Crestwood Drive, told council he had read a recent Civic Capacity article and questioned the need for a roundabout, saying the intersection’s crash ranking—“29th”—did not necessarily justify the project and noting projected cost increases from “3 and a half million dollars to dang near $7,000,000.”

“Couldn’t we strongly suggest that trucks follow the Farrington Road route to cut down on truck traffic at that intersection?” Barringer asked. President Roselle responded that a January 25 clarification published by the Civic Capacity author explains the purpose of a feasibility study: not to prove a roundabout is the chosen alternative, but to identify the best preferred alternative for the intersection. Roselle told Barringer, “I can tell you, I don't believe that there's been any decisions made on what's best for that intersection.”

Council moved to suspend the rules and adopt R4-2025 during the meeting. The motion to adopt was moved by Mister Twist and seconded by Mister Phillips; a roll-call vote followed and the resolution was adopted. The measure authorizes the amendment with American StructurePoint and sets the maximum study cost at $120,000; no implementation schedule was specified during the meeting.

The feasibility study will identify alternatives and a preferred design for the intersection; further design work, funding and any construction would require separate approvals by council.
