The mayor and board of commissioners approved a resolution to codify and publish the Enid Municipal Code 2024 and authorized staff to take steps to have Garfield District Court take judicial notice of the code. The commission also approved an emergency order related to the codification.
City staff explained the codification effort updates the city’s published code and makes the 2024 code available online and at the city clerk’s office. Staff described the previous process as more cumbersome for court proceedings because the city clerk could be required to appear as a witness; the judicial‑notice step is intended to avoid that necessity in future court matters. Staff also noted printed three‑volume bound copies are available for purchase but that most users access the code online.
The commission first voted to adopt the resolution and then voted separately to approve the emergency order that facilitates prompt transmission to the courts; both measures passed 7–0. Staff said the codification will be published in the newspaper as required by statute and that city staff will deliver the necessary materials to the district court for judicial notice.
No public commentary opposed the measure during the hearing.
