Commissioners approve employee-handbook changes, select grants and ratify SAMHSA continuation

Albany County commissioners on Feb. 4 approved a set of administrative items including employee-handbook amendments, several grant-related agreements and the ratification of a federal grant continuation for the county’s supervised treatment program.
Employee handbook amendments: The board approved two small revisions to the county employee handbook including language clarifying that "threatening elected officials, department heads, employees... or engaging in threatening or violent behavior in the workplace is prohibited" and the added sentence in the formal performance review section: "evaluations are not tied to an employee's compensation." The changes were moved after a public-review period and approved by voice vote.
Grant management agreements and 1% community funding: The county approved grant-services agreements that will have the Grants Office administer federal/state grant management support for the Albany County Public Library and the Albany County Fair Board. Commissioners also approved three final 1% community-partner funding agreements for fiscal 2025 with Hospice of Laramie, Volunteers of America and the Laramie Railroad Depot Association.
SAMHSA grant ratification: The board ratified the Year 3 continuation of a five-year SAMHSA (Department of Health and Human Services, Substance Abuse and Mental Health Services Administration) grant to expand adult supervised treatment drug court capacity. Staff said the grant supports up to 40 participants per year (rising to 42 in the next year under the grant); the county reported a program success rate in the mid-60s to 70% range compared with baseline corrections outcomes.
Other administrative items: The commission approved an agreement that requires certain contracted attendees to sign repayment agreements if they cancel attendance at the RISE 2025 conference; it also approved de-obligation of a subrecipient item pending a corrected agreement. The board approved an invitation to bid for two full-size 4-door 4WD pickups and one 4-door 4WD SUV for county fleet replacement and approved payment of January 2025 vouchers.
Ending: Commissioners recessed to an executive session later in the meeting for a statutory topic and returned to report no action was taken in the closed session. The administrative approvals will be implemented by county departments and the Grants Office.
