House approves bill continuing fee-funded continuing education for county officials

The Arkansas House of Representatives passed Senate Bill 53 on a 97-0 recorded vote, approving continuing-education funding for certain county officials to be provided from special revenue raised from fees rather than from a new appropriation.
Representative Jean explained the bill as applying to county treasurers, circuit clerks, county collectors and county coroners and said the continuing-education money would come from special revenue generated by fees, with no additional appropriation. "This is for the county treasurer, the circuit clerk, the county collector, and the county coroner. Their continuing education money is provided out of special revenue that the county's raised from fees. No additional money. There's no increase on the appropriation," Jean said.
The House read the bill for the third time on the floor and then approved the bill and its emergency clause. The clerk reported a recorded vote of 97 yeas, 0 nays and 0 present; the bill and the emergency clause passed.
Representative Jean indicated the change preserves continuing-education funding under existing fee-generated special revenue and does not create new spending authority from the general fund.
