The Senate approved House Bill 1080, a measure to repeal the statutory requirement for a fiscal-impact statement for bills related to health benefit plans, and to remove the filing deadline for bills affecting state entities’ health benefit plans.
Senator Hester, speaking for the bill, said the legislature already adopted a joint rule yesterday that contains the fiscal-impact requirement and that the statute is therefore redundant. "One legislature can't bind the next," Hester said, explaining the move to put the rule in joint rules rather than statute.
There were no floor questions recorded and the bill passed on a roll call with 32 yeas, 0 nays, 2 not voting and 1 present; the measure will be returned to the House.
Sponsor said the change transfers the procedural requirement from statute to the legislature’s joint rules and does not eliminate consideration of fiscal impact.
