Deliberative session trims Grange Hall line from capital plan; amendment passes narrowly

An amendment to Article 8 that would remove $75,000 allocated to the Goldenrod Grange Hall passed after a close standing/count vote at the Town of Swansea deliberative session.
Article 8 was a package appropriation funding the town’s capital reserve and expendable trust accounts. A petitioner moved to reduce the article and specifically zero out the Goldenrod Grange Hall line item; supporters of the amendment argued $75,000 was “minimal to what that structure needs” and the town has other priorities, including the fire station and water infrastructure. Opponents noted the Grange Hall is an historic town property used for community events; the advisory committee reported a plan and prior work (including a recent roof replacement) and said a foundation repair is the priority before further work.
CIPC (Capital Improvements) members described the $75,000 as contingent on matching grants: the committee recommended the $75,000 be conditional on the Grange committee securing at least an equal amount from grants or fundraising. The amendment was put to a standing/count vote; the moderator recorded the outcome after a recount: the amendment passed by an estimated 31–29 (standing count), and the Article 8 package moved forward as amended. The amended article was then moved on the warrant.
