- Senate Bill 161 (state agency exemptions from county permitting): Committee recommended Senate Draft 1 with multiple edits to statutory language and an added public-reporting requirement; the committee recorded a yes vote to advance the measure as Senate Draft 1.
- Senate Bill 92 (emergency medical response): Deferred to 3 p.m. Thursday, Feb. 6, 2025, pending information from DAGS.
- Senate Bill 635 (energy efficiency survey and first-responder priority): Recommended Senate Draft 1, with the Hawaii State Energy Office to lead a survey and DAGS providing technical assistance; advanced as SD1.
- Senate Bill 700 (resilience hubs feasibility): Recommended SD1, refocused to assess feasibility and develop resilience hubs providing emergency services; advanced as SD1.

Several other bills were deferred, amended to include later effective dates for additional consideration, or advanced subject to committee reports that will document clarifying language and feasibility work.
