House Rules Committee adopts HR1001 amendment to align House rules with joint rules

Representative John Eubanks, chair of the House Committee on Rules and representative for District 46, opened the committee session and said the panel would begin with HR 1,001. Representative Les Eves, District 58, presented the measure and an amendment, stating that “these are rules changes that we're gonna need to make that will allow the house rules to match the joint rules.”
Eves moved an amendment “to page 27 [that] deletes lines 17 through 22,” which the committee adopted after a voice vote. Eves said the bill as amended would change Section 38(p) and Section 38(r) of the House rules; those changes concern deadlines for filing bills and which entities are affected by fiscal-impact requirements for health benefit plans.
Jill Thayer of the Bureau of Legislative Research was present to answer technical questions about the changes. After discussion, the committee voted to give HR 1,001 a do-pass recommendation; the chair later clarified on the record that “HR 1,001 passed as amended.”
The changes will take effect through the committee's action to adopt House rules that mirror the joint rules; committee members noted the amendment and ensuing do-pass recommendation will next go to the full House for consideration.
The committee adjourned after completing the three scheduled items.
