City Recorder Carrie presented the Administration and Finance department—s progress on staffing, benefits, technology and workflow improvements at the Red Bank work session.
Carrie said the department formalized her additional duties as finance director and listed staffing and operational achievements: switching employee life-insurance carrier to Mutual of Omaha while increasing benefit limits (employee life coverage increased to $75,000 from earlier lower levels; spouse and child benefit increases were also reported); automating positive-pay for accounts payable and payroll; recruiting nine full-time and nine part-time employees in the prior year; and provisioning commissioners with devices to reduce paper agendas.
"One of the goals was to formalize my additional function as the finance director. I did it," Carrie said. She credited staff members by name: Chris Pickle (chief finance officer candidate and lead on monthly commission financial updates and positive-pay automation), Summer Sheldon (assistant city recorder and public-affairs lead responsible for social media and newsletters), April Sledge (assistant CFO and payroll), and Ruthie Rilwan (part-time finance clerk who digitized licensing and invoicing processes).
Carrie described software and process work now in place or planned: municipal code hosted on CivicPlus/Unicode with a searchable table of contents; migration of stormwater and asset data into the iWORKS system; NextGen payroll and MyBenefits HR integration to be streamlined; and continued work to centralize forms and digitize personnel files. She also described succession and cross-training efforts and ongoing maintenance of continuing-education certifications.
During questions, a commissioner asked whether the department expects major budget changes for the coming year; Carrie answered the budget will largely continue prior-year funding with only potential module additions in the HR system.
No formal motions or votes were taken. Carrie said the department will continue work on electronic records, potential electronic voting, and other digital upgrades while maintaining routine budget requests.
