Resident raises concern about North Shore Library capital budget and joint review board meeting

During the public-comment portion of the Glendale Common Council meeting, resident Robert Cromwell (7530 North Applewood Lane) told the council he reviewed city activity and found that the joint review board had not held its annual meeting to review active tax-increment financing (TID) districts. He said that meeting typically occurs in late June and appeared to have been missed this past year.

Cromwell also raised a concern about the North Shore Library's capital budget: he said the library plans capital spending of about $6,300,000 but projects only roughly $3,400,000 in its fund for the year, leaving what he described as a "significant deficit." He said the library agreement requires participating municipalities to approve the library’s capital expense budget each year before spending.

City staff (Administrator Carl Warwick) responded that the library had not sent a request to municipalities because a construction bid had not yet been awarded and the project had not been finalized; staff said municipalities would be asked to approve capital expenditures prior to construction if and when bids are awarded.
