Board awards 2025 road resurfacing contract to Dave O'Meara Contractors

The Franklin City Board of Works voted to accept bids and award the 2025 maintenance improvement contract for asphalt milling, patching and resurfacing to Dave O'Meara Contractors Inc., the lowest responsive bidder at $1,218,965.90.
Assistant City Engineer Matt McElroy said the project uses part of the city's 2024 Community Crossings Matching Grant (CCMG) award; the city was awarded $611,246.53 in CCMG funds and staff expects to split eligible costs 50-50. "This is part 2 of our 2024 CCMG contract money. We were awarded $611,246.53 from CCMG," McElroy said.
Eight bids were opened Jan. 27. McElroy read the bids into the record: Milestone Contractors $1,542,334.75; DC Construction Services $1,319,233.73; Dave O'Meara Contractors Inc. $1,218,965.90; Grady Brothers $1,608,650.81; Midwest Paving $1,391,827.05; Howard Companies $1,340,895.04; Bumgarner and Company $1,363,402.63; and All Star Paving $1,418,470.92. McElroy said staff found Dave O'Meara to be the lowest, most responsive and responsible bidder.
The board approved the award and authorized execution of the construction agreement by voice vote. A board member moved to accept the bid and execute the agreement and a second followed; the board answered "Aye."
