Kalamazoo County commissioners approve budget transfers, ratify juvenile-home contract and adopt proclamations

Kalamazoo County commissioners on Feb. 4 approved a set of consent and nonconsent motions that included transfers to support a veterans specialty court, ratification of a collective bargaining agreement covering juvenile-home staff and ceremonial proclamations honoring long-serving employees and Black History Month.
The board advanced routine business quickly: it approved minutes from prior closed and regular meetings; adopted a consent agenda by roll call; approved the agenda as amended; and carried a nonconsent budget transfer motion after discussion.
Most consequential votes recorded at the meeting included:
- A budget adjustments and transfers motion (item 2025-99) moved by Vice Chair Taylor and supported by Vice Chair Pro Tem Hepler. The motion included a $10,000 transfer from the grants fund to support a veterans specialty court and $3,000 from contingency for a retiree cost-of-living valuation. The board carried the motion by voice vote after discussion and prior removal from the consent agenda for comment.
- Ratification of a tentative collective bargaining agreement with the POAM Juvenile Home bargaining unit, effective Jan. 1, 2025. Commissioner De Lue moved the ratification; Vice Chair Pro Tem Hepler supported it. The motion carried by voice vote.
- Adoption of proclamations honoring two employees for 25 years of service and a proclamation recognizing Black History Month. Motions to adopt those proclamations were made and carried by voice vote.
Other routine approvals included the consent agenda and the Committee-of-the-Whole and regular meeting minutes for Jan. 21, 2025. During the roll call for the consent agenda the clerk recorded six yes votes.
The board held its votes publicly in chambers; where roll-call tallies were not recorded in the transcript the meeting used the customary "aye/no" voice vote and the chair announced motions carried.
Looking ahead, commissioners said they would take up business items placed in closed session during the regular meeting later in the agenda.
