Committee advances Kathy Keith for reappointment to New Mexico Finance Authority

Kathy Keith, chair of the New Mexico Finance Authority board, was advanced by the Senate Rules Committee for reappointment after testimony emphasizing her background in economic development, community partnerships and board management.

Senator Armijo introduced Keith and summarized her career, noting work at Los Alamos National Laboratory and prior service in economic development and federal appointments. Keith told the committee she is “passionate” about infrastructure and economic development and said repeatedly that communities often need basic infrastructure — “we don't have clean drinking water for our residents, much less the capacity for our sewer system” — before they can attract businesses.

Marquita Russell, CEO of the New Mexico Finance Authority, testified in support and said Keith “has been our Chair for the last several years and has shepherded us through organizational efficiency and partnerships within the communities.” Two other supporters spoke briefly in favor of the reappointment.

Committee members asked about priorities in the authority’s 2025–2027 strategic plan and about funds that currently exist in statute but remain unfunded. Keith said the authority will seek funding this legislative session for three priorities, including early-childhood and childcare facility financing, primary health care and behavioral health funding for infrastructure.

Senator Jane Stefanik moved Keith’s reappointment. The committee approved advancing her nomination unanimously with one member excused; the nomination will go to the full Senate for final confirmation.
