Joseph Luhan, a commercial-insurance executive, was advanced by the Senate Rules Committee for appointment to the State Board of Finance following a brief hearing and public support from family and professional colleagues.
Senator Munoz introduced Luhan and described him as “the governor's favorite cousin” and said Luhan brings roughly “40 some year background in business and insurance.” In testimony, Luhan thanked the committee and said his “40 some year background in business and insurance” gives him perspective for the board’s capital and financial oversight responsibilities.
Edward Luhan, introduced at the hearing as Joseph Luhan’s father, spoke in support and said, “I absolutely, unconditionally, recommend him for this.” Committee members asked Luhan how his business background relates to the board’s responsibilities, including review of capital expenditures and bonding for universities and construction projects; Luhan said his insurance and construction-industry experience provided that perspective.
Senator Gallegos moved to advance the nomination to the full Senate. A roll-call vote recorded nine affirmative votes and one excused member; the committee announced Luhan will be sent to the Senate chamber for final confirmation later the same day.
Supporters at the hearing included family members and representatives who described Luhan’s prior board and civic work. No committee opposition was recorded at the hearing.
