Council amends comprehensive plan and approves rezoning first reading for West A Street parcels

The North Platte City Council on Feb. 4 approved an amendment to the city comprehensive plan to change the future land use of property at 4005 and 4015 West A Street from commercial to medium-density residential, and then approved first reading of Ordinance No. 4,194 to rezone the same parcels from B-1 (neighborhood commercial) to R-3 (dwelling district).
Judy, a city planning staff member, explained that rezoning requires the comprehensive plan to be in conformance with the proposed zoning; the plan had been previously amended years ago to allow commercial use and the applicant is now requesting more housing than commercial development for those parcels. The public hearing on the plan amendment was opened and closed with no members of the public addressing the council; Councilmember Garrick moved the plan amendment, seconded by Councilmember Volz, and the council voted to adopt the amendment.
On the related rezoning (Ordinance No. 4,194), Councilmember Reeker moved adoption on first reading, seconded by Councilmember McNew; the item passed on first reading. The ordinance recites that Lots 3 and 4 of Block 2, Lakeview First Subdivision, North Platte, Lincoln County, Nebraska will be rezoned from B-1 neighborhood commercial to R-3 dwelling district; the ordinance language was read into the record as part of the first-reading action.
Council discussion focused on the procedural need to align the plan and zoning and did not include further substantive debate about development proposals or specific future uses. No vote tallies were read into the record for these items beyond the clerk’s statement that the motions passed.
