Council approves amended redevelopment contract for North Platte Mall, 5-2 vote

After nearly an hour in closed session to discuss contract negotiations, the North Platte City Council voted 5–2 on Feb. 4 to adopt a resolution approving an amended redevelopment contract for the North Platte Mall project.

Councilmember Bowles moved the resolution to approve the amended redevelopment contract; Councilmember Flanders seconded. Councilmembers Nissley, Die, Foles, Flanders and McNew voted yes; Councilmembers Garrick and Reeker voted no. The mayor called the result: 5–2, and the motion passed.

Council discussion before the vote focused on the long-running redevelopment effort that began in 2021 and the project’s employment and tax-base effects. One councilmember who spoke in favor thanked staff and project partners for sustained work since 2021 and said conversations with workers tied to the mall indicated continued employment benefits from the project. Another councilmember said reviewing the original contract language helped persuade them the area had been blighted and that the redevelopment had produced investment, jobs and public-infrastructure benefits.

The council first recessed into an executive session earlier in the meeting to discuss contract negotiations “in order to protect the public’s interest,” as stated on the record; the council later said the only topic discussed in closed session was contract negotiations. On returning to open session, the resolution to approve the amended contract was presented and adopted.

The council did not place the text of the amended contract in the public record at the time of the vote during the meeting; staff indicated negotiations had been ongoing and that related actions were tied to the resolution.

The formal roll call recorded the yes votes of Nissley, Die, Foles, Flanders and McNew, and no votes from Garrick and Reeker.
