The ordinance was the subject of a public hearing earlier in the meeting; planning staff said the request is consistent with the city general plan and the planning commission recommended approval 5-1.
The council also approved its Jan. 21 work session and city council meeting minutes by unanimous vote. Later, the council appointed Barbara Allen and Brandon Henderson to the city's tree and conservation board, restoring that board to seven members; the appointments were approved without recorded opposition.
These votes address a mix of routine procedural actions (minutes, appointments) and a substantive land-use decision that will be followed by subdivision and site-plan review if the applicant pursues development.
