Council authorizes consultant agreement to complete Green River Trail design to construction ready plans

Brian Higgins, representing Parks, briefed the council on a consultant services agreement to complete design work for a missing segment of the Green River Trail where it intersects the Interurban Trail roughly one mile south of City Hall.
Higgins said the project has reached approximately 30% design and that the work will complete an underpass and trail connection adjacent to an existing railroad overpass. He said the project is entirely funded by the King County Parks levy and that the consultant agreement will advance the design to 100% construction‑ready plans and specifications.
Council moved to authorize the mayor to sign the consultant services agreement with McLeod Record, P LLC (subject to final terms acceptable to the parks director and city attorney). The motion was seconded and passed by voice vote; no councilmember opposed.
Parks staff said the segment will close a long‑standing gap in the multi‑use trail network and that the consultant will coordinate with parks planning and railroad/rights‑of‑way considerations during final design.
