Consultants reported that the 2024 CTC paving program is complete and that plans and bid documents for the 2025 resurfacing project have been submitted to the county, with an estimated turnkey cost of $1,157,838.
“All 12 roads are completed at this time,” said Brian Fockenberry, an engineer with Infrastructure Consulting Engineering, listing Angel Road, Antler Drive, Bel Air Drive, Branch Street, Bridgewood Road, Connor Road, Friendship Drive, Grove Park Drive, Linda Lane, Nancy's Place, Partridge Lane and Rackster Road as finished.
Jeffrey Gilmore of Morton Thomas and Associates said the 2025 package covers nine roads—McCree Drive, Cozier Strong Road, Enix Road, Looking Glass Drive, Martin Luther King Memorial Drive, Laurie Street, Nelson Road, Lincolnville Road and Sycamore Road—totaling about three miles, and that the total cost submitted to the county was $1,157,838. “This includes a turnkey for engineering, construction, inspection, and construction cost,” Gilmore said.
Committee and staff members noted rising unit costs: Fockenberry said prioritization for 2025 is still under way because of higher prices, and staff will work with council members to finalize the list. Jeff Gilmore said bid documents were complete and had been sent to the county for review.
Staff also reported that the county is seeking quotes for a pavement‑management plan to survey paved county‑maintained roads and develop a multi‑year resurfacing schedule; a preliminary estimate from AMT to complete the survey and analysis is $50,000. Public works staff said the pavement‑management work cannot be paid from current CTC funds and would be funded as a capital budget item next year.
Questions from council members included scope clarifications (for example whether the Lincolnville listing covers a full circle or just a dead-end segment) and punch‑list items on Friendship Road. Staff said they would follow up with exact limits and add isolated punch‑list repairs to the project closeout.
No formal vote was recorded on the 2025 plan or the pavement‑management proposal during the meeting; consultants were updating the committee and asked to return with prioritized lists and bid outcomes as the process continues.
