State preservation officials say Bennington Battle Monument needs urgent work; study estimates $40 million restoration

Jamie Duggan, director of preservation for the Vermont State Historic Sites, briefed the Corrections & Institutions Committee on Feb. 4 about the condition of the Bennington Battle Monument and the results of a recent, multi‑phase engineering and material investigation.
Duggan said the monument, completed in 1891, is 306 feet, 4 inches tall, has an observation level about 200 feet up and 417 interior steps. The structure is principally built of Sandy Hill dolomitic limestone and is founded on bedrock with foundation walls up to nine feet thick. Over its history the monument has repeatedly suffered moisture infiltration and episodic stone loss; Duggan said the last major exterior repointing work was conducted in 2005 and that earlier repairs sometimes used inappropriate materials or were otherwise incomplete.
The consulting team laser‑scanned the monument, performed ground‑penetrating surveys and material testing, and found pervasive saturation: monitoring shows stones at or near 100% saturation, and Duggan said consultants calculated the masonry may be holding roughly 66,000 gallons of water. The saturated masonry, vertical cracking, spalling and corrosive conditions are damaging interior metal components including stairs and elevator systems.
Duggan summarized recommended next steps. He said the immediate priority is to dry the monument by mounting a temporary, fully waterproof exterior cover and using dehumidification and drying systems; consultants estimated the preliminary cost to dry the monument at about $500,000. That work must be sequenced with additional analysis and design; Duggan said the team recommends erecting specialized scaffolding and an enclosure (a scaffolded, weather‑proof working enclosure) before long‑term exterior repairs can proceed. He estimated the scaffolding/enclosure phase could cost between $5 million and $10 million and that a full restoration package may total in the range of $40 million.
Duggan said the monument still serves visitors but that the site team has taken interim safety measures: a protective perimeter fence, a covered walkway for visitors approaching the entrance and close coordination with elevator contractors and the Bennington fire department. He said vertical‑access rope specialists inspected the monument and produced a defect log that now contains more than 6,000 recorded cracks and defects; the project team has documented the structure to the level of individual stones.
Committee members asked about long‑term measures to keep the monument dry after repairs, foundation and stone sourcing, and possible avenues for fundraising. Duggan and colleagues said the design phase will address ventilation and drainage so the structure can “breathe” without remaining saturated; they noted replacement stone availability is limited because original quarries are no longer in operation and that some scaffold and enclosure costs are comparable to recent projects on national monuments.
Why this matters: the Bennington Battle Monument is a state‑owned, nationally recognized historic resource that remains open to vehicular and pedestrian traffic and continues to lose masonry. Agency officials said delaying action increases the scope and cost of repairs and raises safety concerns for staff and visitors.
Ending: Duggan asked the committee to note the monument’s condition as agencies and partners explore funding and design options; officials said they will return with design and cost estimates and noted that full restoration will require a mix of state appropriations, grant funding and philanthropic support.
