Senate Study Bill 1022, which would adjust how additional pupil weightings are assigned for districts that share operational functions, was advanced by the Iowa Senate Education Committee.
The bill would allow a supplementary weighting for shared operational functions including master social workers and independent social workers under chapters 147 and 154C, and would specify that mental health professionals holding a statement of recognition from boards of education or school resource officers do not count toward the 21‑additional‑pupil operational‑sharing limit. Sponsor Senator Gruenhagen said many districts are already at or near the current limit: “In fiscal year 2023, 31 districts are maxed out at an additional weighting of 21 pupils for operational sharing. Another 39 districts received an additional weighting of 20 pupils for operational sharing.”
Senator Stade, Senator Evans and Senator Gruenhagen signed the subcommittee report recommending advancement. Committee members noted a fiscal note will be prepared if the bill moves forward.
The committee approved the motion to advance the bill by voice vote. No amendments or roll‑call tally were recorded on the transcript.
