Farmers Branch council postpones decision on $82,000 residential street‑sweeping contract to gather usage data

Farmers Branch City Council on Feb. 4 agreed to postpone consideration of a proposed $82,000 contract for residential street‑sweeping services so staff can collect more data about the service and how much debris the sweeper actually removes.

The item, listed as J5 on the council’s consent/regular agenda, would provide quarterly residential sweeping in parts of the city. Council members said they have received complaints that parked cars—particularly in the eastern portion of one district—prevent sweepers from reaching curb lines and that the current service may be sweeping only the center of the street.

Bridal Suarez, director of public works, told council the residential service runs once every three months and that the city leveraged another municipality’s interlocal bid prices for this contract. She said the city used the neighboring city’s competitive pricing in its procurement.

Council members asked staff to quantify the amount of trash removed by the contractor and to look at operational protocols—such as whether a temporary requirement to move vehicles during sweeping windows would allow full curb cleaning. One council member urged postponement until staff returns with measurable performance data; other members agreed. The mayor directed staff to pull the item to the next meeting.
