House adopts technical changes to state water policy; adds groundwater and reuse language

SALT LAKE CITY — House Bill 41, “State Water Policy Amendments,” passed the Utah House unanimously on Feb. 3 by a 72–0 vote. Sponsors described the bill as a set of clarifying additions to state water policy.
Representative Albrecht, who presented the bill, said HB 41 adds groundwater to the stated water-policy goals because groundwater serves as a critical fresh-water source for many communities. The bill also encourages appropriate wastewater reuse, cites ongoing reuse programs in communities such as Cedar City and St. George, and promotes monitoring through watershed councils.
“It's just some minor additions to our state water policy to make it more efficient and safeguarded in the future for all the growth that we're receiving in the state of Utah,” Albrecht said in summation.
The House voted 72–0 to pass the first substitute of HB 41; the bill will be transmitted to the Senate for consideration.
