Council approves construction manager for new Fire Station 2, two 4-way stops, a lease and several licenses

The Superior Common Council approved several consent and action items: a construction management contract for the Fire Station 2 replacement, two traffic-code amendments to add four'way stops, a revised lease for Captain Jay's miniature golf on Barker's Island and multiple license applications.

Construction manager for Fire Station 2

The council approved awarding a contract to Kraus Anderson to serve as construction manager for the station that will replace the current Station 2. The contract terms reported to the council include preconstruction services at 0.15% of project hard costs, construction management fees of 1.85% of project hard costs, a 1.85% fee on change orders and an estimated monthly construction management payment of $47,300 during the nine'month construction period. The design phase is scheduled to begin in March 2025 and construction could begin in 2026. Motion by Councilor Grama and second by Councilor Elm; the motion carried by voice vote.

Traffic-code changes

The council approved two ordinances amending city code chapter 112, Schedule A (stops). One ordinance adds Eighteenth Street and John Avenue as a four'way stop (motion by Councilor Ludwig, second by Councilor Elm). The other ordinance adds 20 Fourth Street and Oaks Avenue as a four'way stop (motion by Councilor Herrick, second by Councilor Ludwig). Both motions carried by voice vote. Council staff and the public safety committee cited accident and pedestrian safety concerns as the rationale.

Lease: Captain Jay's miniature golf

The finance committee recommended approval of a renegotiated lease for Captain Jay's miniature golf on Barker's Island. The council approved a lease with a renegotiated annual rent of $3,000 through Dec. 31, 2028 (motion by Councilor Allen; second by Councilor Grama). The motion carried by voice vote.

Licenses and events

The council approved miscellaneous licenses and a temporary "Class B" wine license for the Friends of the Superior Public Library's "Love Your Local Artist" event, scheduled Feb. 7 at 1530 Tower Avenue, 5:30 p.m. to 8:30 p.m. A conditional original Class B liquor and Class B beer license for Alice's Palace at 1108 Tower Avenue was also conditionally approved for the license period July 1, 2024'June 30, 2025; councilors noted the new owner has satisfied several outstanding conditions and the deed is held by Alice's Properties LLC.

Councilors described these actions as routine operational and safety items. Staff will proceed with contract finalization for Fire Station 2 and implement the traffic changes and license issuances according to the city's standard permitting and contracting procedures.
