Commission approves minor subdivision plat for property at Military Road and Bellamy Drive; heads to City Council

The Dubuque Zoning Advisory Commission voted Jan. 8 to approve a minor subdivision plat that would consolidate 15 existing lots into three parcels at Military Road and Bellamy Drive; the decision forwards the plat to the City Council for final action on Jan. 21.
The applicant, Cathy Canfield of 10080 Timothy Street, told the commission she wants to replat the family property to create Lot 1 for her son, retain Lot 3 where her sister lives, and make Lot 2 the remainder of the roughly 40-acre tract. Associate Planner Sheena Moon said the property lies in the county but within the city’s extraterritorial jurisdiction and that the proposal includes a realignment of a roadway easement that currently runs down the middle of the parcels.
Moon said the proposed Lot 1 and Lot 3 would not have direct frontage on a public or private street and therefore the plat requires review by the Zoning Advisory Commission, City Council and a waiver of the street-frontage requirement under the city’s zoning rules. Commissioners asked for limited background; one asked when the property was originally platted and Moon did not have that detail, but a speaker in the record stated 1976 when the property was originally bought.
A motion to approve the plat as submitted was made, seconded and carried with recorded ayes by the commissioners listed in the hearing record. The commission chair announced, “That will go before City Council on the January 21,” and Wernmont confirmed the date. No conditions or amendments to the plat were recorded in the meeting minutes provided.
