Council approves multiple rezoning and capital project measures; key votes and outcomes at a glance

Iowa City’s council acted on multiple ordinances and project resolutions during its Jan. 21 meeting, approving rezoning requests, authorizing bids for capital projects and taking the first reading on charter amendments. The council recorded formal roll-call votes on each item and accepted public correspondence where noted.

Why it matters: The actions set zoning rules for new development, authorize the city to solicit construction bids on several projects and begin the charter amendment process that will be subject to subsequent readings or election processes.

Key votes (motions and outcomes): - Consent Agenda (items 2–6): Motion to approve moved by Moe; motion passed on roll call 6–0 (Alter, Bergus, Harmsen, Moe, Saleh, Teague all recorded “Yes”). - Rezoning – North of North Scott Blvd (8A): Council suspended the second-reading requirement and voted to adopt the ordinance (roll call recorded as 5–0; Councilor Alter recused from the item). Minutes record the motion to waive second consideration followed by a final passage vote; outcome: ordinance adopted, vote tally 5–0 with one recusal. - Rezoning – Cardinal Heights (8B): Second consideration passed on a roll-call vote, 6–0. - Rezoning – Western Homes (8C): Council denied the motion to waive second consideration (motion to expedite failed 0–6), then proceeded with the required second consideration and the ordinance passed on second reading by roll call 6–0. - Public project resolutions and authorizations to bid (all approved by roll call votes unless noted): - Ashton House and Project Green Gardens REAP grant project (9a): approved (6–0). What to watch: Staff said many projects will return with bid results and award recommendations in February and March, and the consolidation plan’s action plan for FY 2026 will be brought to council after HUD releases its funding allocations. Council also asked staff to prepare guidance on how the city will allocate aid-to-agency funds between direct and competitive pathways (a follow-up expected before the FY 2026 budget/or action plan).
