Iowa City senior center to host city engineering staff during building renovations; master plan design work underway, construction work expected in 2026

Staff told the Iowa City Senior Center Commission the City of Iowa City engineering department will move some staff into the senior center next week while renovations take place at City Hall.
Emily Andreton, senior center staff, said commissioners and regular visitors should expect new faces in the building and that the engineering staff will wear name tags to ease identification. She said the center will work through temperature issues and access as the departments share space.
Master plan and timeline: staff said the facility master‑planning and design work for the building’s interior (mechanical, plumbing and HVAC) will be a primary focus this year, with construction funding not available for improvements until January 2026. Andreton said the goal is to address HVAC controls and mechanical upgrades so staff can better manage temperature differences across the building; she said more extensive exterior work (windows and doors) will follow and that landscaping improvements are planned after exterior repairs.
Heating and controls: staff described an older boiler and control system on the building that requires replacement of controls and bidding for installation because of project scale and procurement rules. Andreton said a prior plan to install controls was delayed after what she described as a change in law or administrative requirements in Des Moines, requiring a return to the city attorney’s office and a formal bid process. In the interim, staff noted space heaters are used in some rooms and facilities staff monitor temperatures daily.
Accessibility and exterior work: Andreton said new windows and doors are scheduled, the center has installed a new awning at the Washington Street entrance funded in part by friends of the senior center, and that exterior landscaping will be planned with Parks and Rec after tuckpointing and masonry work finishes.
Why it matters: improved HVAC controls, new windows and doors and a clearer maintenance plan should reduce the cold zones staff and class participants currently experience and enable more consistent facility conditions for programming.
Ending: staff urged patience during phased work and said they will notify the commission about room closures and construction timing as design and bids proceed.
