"I am, very much asking, for your reconsideration," Hart told the board during public comment, describing the safety and operational reasons behind the plan.
The mayor and city staff described the proposal as part of a land-swap and redevelopment plan. Under that arrangement, a developer would receive the current City Hall and Carnegie Annex for rehabilitation, and the city would invest a combination of grants and bonds to adapt 100 E. Fourth for municipal use. Planning staff told the board the move would consolidate departments that are now scattered across multiple, ageing buildings.
