Waterloo board approves move to 100 E. Fourth St. for consolidated City Hall and police station after reconsideration

The Waterloo Board of Adjustment voted to approve a special permit for the City of Waterloo to move City Hall and the police department into 100 East Fourth Street after the board reversed an earlier denial.

The permit, approved 4-1 after the board voted to reconsider the item, clears the way for the city to consolidate municipal offices and police operations in the former Courier building downtown. Supporters said the swap speeds replacement of outdated facilities and improves security for officers and the public.

Why it matters: City leaders presented the move as a response to long-standing space, safety and maintenance problems in the existing City Hall and Carnegie Annex. Mayor Christopher Hart said the current buildings were assessed as requiring major rehabilitation and the consolidated site would better serve residents and staff. "I am, very much asking, for your reconsideration," Hart told the board during public comment, describing the safety and operational reasons behind the plan.

The mayor and city staff described the proposal as part of a land-swap and redevelopment plan. Under that arrangement, a developer would receive the current City Hall and Carnegie Annex for rehabilitation, and the city would invest a combination of grants and bonds to adapt 100 E.
