Council member Patrick Shay asked at the Feb. 3 meeting that staff develop a consolidated schedule or calendar of contract renewals that will require council approval. Shay said the list would improve visibility so renewals are not routinely presented as emergency legislation and would let council consider bid opportunities or tougher bargaining on terms.
City Administrator Matt Peebles and Law Director Nicholas Boggs (counsel) told council the city can assemble such a list, but the legal and practical trigger for council review varies by contract type. Boggs explained that the city code and procurement rules treat construction services and professional services differently; current thresholds for certain contracting actions are set at $50,000 for construction in code examples, but renewals of professional services may not be tied to a single fixed dollar threshold. Peebles said staff will review recent renewals, compile a list, and propose a reporting cadence for council, and council members said a regular frequency (quarterly or as staff recommends) would be acceptable.
Council directed staff to keep the item on the agenda until a draft schedule and frequency are returned for council consideration.
