Canal Winchester Council unanimously approves two easements for Winchester–Lithopolis waterline loop

The Canal Winchester City Council on Feb. 3 unanimously approved two resolutions authorizing the mayor or city administrator to accept easements needed for a Winchester–Lithopolis Road waterline loop. City Administrator Matt Peebles said the easements are for the Winchester–Lithopolis waterline loop that will connect McGill Park to a large user site on Winchester–Lithopolis Road.
The two resolutions were read into the record and adopted as separate items. Resolution 25‑005 authorizes acceptance of an easement from Steven E. and Deborah L. Thompson; resolution 25‑006 authorizes acceptance of an easement from Progyny. Peebles described the project as a loop to improve service and noted Progyny is a “high critical need” user for the city water system. Council discussion was brief; council members asked whether nearby properties on Ashbrook Road could tie into the loop, and Peebles and staff said not without further development and because of elevation and pressure constraints.
Both resolutions were adopted on voice/roll call votes in the Feb. 3 council meeting. The council did not add conditions to the easement acceptances in the meeting and did not request additional information before moving the items to adoption. The council will record the easement documents and proceed with the design and property work required to place the loop in the ground.
