The North Augusta Board of Zoning Appeals on Feb. 4 unanimously approved a special‑exception home‑occupation for HMB Property Solutions LLC at 1026 Stanton Drive, allowing the homeowner to use part of the basement for business record keeping and administrative work.
The decision permits the residence to be the business address for HMB Property Solutions and to house records and bookkeeping but imposes two conditions: the home may be used only as the business address and for record keeping, and no heavy machinery may be stored or operated at the residence. The board voted unanimously to grant the special exception after closing the public hearing.
Staff told the board the application seeks permission for a home office for an appliance/handyman business and that no repairs would be conducted at the residence. The staff report noted the property is in an R‑14 single‑family district and that home occupations are conditional accessory uses under the North Augusta Development Code. Staff recommended approval with conditions after reviewing applicable code standards, including Section 5.3.7 (home occupations).
Applicant Honey Buccieri, resident of 1026 Stanton Drive, told the board the request is limited to record keeping and administrative work. "This is just for a handyman business as presented. What I'm asking for is just to keep my records. Basically, I put a table and a chair in my basement, and I have my computer and my file," Buccieri said during the hearing. Buccieri said there would be no heavy machinery kept outdoors, no clients visiting the home and no work performed at the property.
Board members noted a petition of adjacent homeowners in support, and staff pointed out the lot backs up to general commercial property at the end of Stanton Drive. During questioning Buccieri confirmed she has lived at the address since 2011 and named the nearby neighbors who signed the petition.
After the board reviewed the 11 special‑exception criteria in North Augusta Development Code Section 8.18.8.4, a member who presided over the hearing moved to grant ZE24‑008 with the two staff conditions. The motion passed unanimously; the record shows the motion was made by Kevin Skaggs and seconded by Burke Oliver.
The approval allows HMB Property Solutions to use the Stanton Drive residence as the company mailing/business address and for internal record keeping only; it does not authorize client traffic, exterior storage of building materials or on‑site repair work.
The board closed the public hearing and issued the decision the same day.
