TPO nears adoption of Mobility Plan 02/1950; launches statewide household travel survey for regional model update

TPO staff reported that the Mobility Plan 02/1950 update is in its final stages and is scheduled for adoption in April, pending FHWA and public review. Staff said the draft plan includes roughly 160 projects, about 120 of which are rollovers from the previous plan and about 40 new projects.
"This is one of the core products of the TPO that we have to update on a 4 year cycle," Mike said, describing the project selection, scoring, and fiscal-constraint steps staff have used. Staff reported the plan is currently in TDOT's 30-day review period; a concurrent FHWA and public review will occur in March before the April adoption target.
Staff also briefed the board on an upcoming household travel survey, branded "My Travels Count," that is being conducted statewide with a consultant team (WSP and Westat). The survey aims to recruit about 3,000 households across the TPO's eight-county model area as part of a statewide effort targeting 10,500 households. To recruit respondents, staff said the program will mail more than 650,000 invitations statewide and offer monetary incentives: roughly $5 per person in a household for survey completion and an additional $5 per person for using a travel-tracking app — a four-person household could receive up to $40 if all members complete the survey and the app.
Mike said the survey will collect detailed trip diaries to update travel behavior inputs for the regional travel demand model, and staff asked local jurisdictions to help verify legitimacy when residents inquire about the survey once mailings begin. The TPO expects the local recruitment and data-collection phase to start in mid-February, followed by analysis and incorporation of results into the regional model work.
