Carpinteria council fills advisory boards and commissions in biennial recruitment; several incumbents reappointed

Carpinteria City Council on Feb. 3 completed its biennial recruitment and appointed members to multiple advisory boards, commissions and committees, voting to adopt a slate of resolutions (No. 6355–6364) that approved appointments across the Library Advisory Commission, Planning Commission, Carpinteria Open Space Management Advisory Board (COSMAB), Architectural Review Board (ARB), Tree Advisory Board, Downtown Business Advisory Board and several others.
Council staff described the recruitment process, which produced 62 applications citywide. The clerk outlined a ranking process the council used for bodies with more applicants than seats; for other boards the council approved slates that matched the number of applicants to available openings.
Key appointments (examples): Library Advisory Commission — Glenn Birdwell, Danielle Manriquez Osborne, Asia Forner, Fred Shaw and Katrina Barraza were selected for the regular seats; Hazel Dugray was appointed as the youth representative. Planning Commission — Jane Benefield, Glenn Lafievers, Alexandra Van Antwerp, David Allen and John Moyer were selected. Carpinteria Open Space Management Advisory Board — Patrick Crooks, Jonathan Lewis, Evan Hobson, David Allen, Ted Rhodes, James McElvain and Scout Vernon were appointed. Architectural Review Board — Patrick O'Connor, Amy Blakemore, Richard Johnson, Richard Little and Lisa Wolf were appointed. Tree Advisory Board — Patrick Crooks, Diane Ledbetter, Susan Everett, Dale Olivas and Susan Veil were appointed. Downtown Business/DTBAB — assessment-paying members Christina Calkins and Andre Jackson were confirmed; at-large members named included Lorraine McIntyre, Michelle Carlin and Kathy Quigley. Additional appointments included representatives or members for the Mobile Home Park Rent Stabilization Board, Integrated Pest Management Committee, Environmental Review Committee and the City’s representative to the Santa Barbara Mosquito and Vector Management District. The County Library Advisory Committee seat was filled by Glenn Birdwell.
Why it matters: the appointments staff the city’s advisory process and supply subject-matter input to council policy decisions on planning, parks and open space, tree management, downtown business issues and other city programs. The council emphasized diversity of expertise, continuity where appropriate, and ongoing outreach to replenish applicant pools.
Council action: after discussion and candidate presentations, council voted to adopt the slate of appointment resolutions (No. 6355–6364). The clerk will publish appointment rosters and begin onboarding and calendar scheduling for newly seated members.
Notes on process and follow-up: staff told the council applications not selected will remain on file for future vacancies; the council and staff urged applicants who were not appointed to remain engaged as volunteers and participants in ad hoc working groups.
