The West Fargo City Commission approved creating Improvement District 2290 for a proposed mill‑and‑overlay public works project after staff reported no written protests and clarified estimated assessment amounts to residents.
Dan Hansen, city engineer, told the commission staff mailed 377 notices to property owners in the proposed district and received zero written protests opposing district creation. "We did receive 0 written protests that would protest the creation of the district out of the 377 letters that we mailed out," Hansen said.
Hansen said staff had taken many phone calls and that some property owners had misread the mailed notice, interpreting an example $1,600 estimated assessment as an annual payment or a much larger total cost. "That $1,600 is the total amount of the estimated cost for that assessment," Hansen said, adding that the commission and assessment commission will later determine term and interest rate.
Commissioner Olson moved to approve the resolution establishing the improvement district; Commissioner Zundell seconded. The motion carried on a voice vote.
Hansen said approval will let engineering staff proceed with design and bid documents for the project.
