Council votes to close several unused city funds, sends item to third reading

The Madison Common Council voted Tuesday to approve Ordinance No. 2025-3, a measure that closes unused or zero-balance city funds and moves remaining balances to appropriate accounts.
City staff said closed funds include grants that have been formally closed out, miscellaneous leftover balances and line items for programs no longer operating. Staff said the National Trust grant account had a remaining balance of about $26,000 and confirmed with the former program manager that the grant obligations are closed. Councilmembers discussed the Heritage Trail Conservancy account and asked staff to ensure the organization receives an appropriation of roughly $25,000 before closing that fund; staff said they would return with the necessary paperwork.
Council member roll call for the ordinance produced unanimous “yes” votes: Patrick Kavanaugh (yes), Carla Kreutz (yes), Lucy Dottillo (yes), Josh Shaffer (yes), Joel Storm (yes) and Jim Bartlett (yes). The ordinance was moved to third reading for formal adoption procedures.
Council also waived rules to proceed to second reading for the item during the meeting.
