Kankakee committee reviews CDBG-funded demolition of four Fifth Avenue parcels and draft consolidated plan allocations

Kankakee City Community Development staff told the committee they plan to move forward with a CDBG-funded demolition contract that bundles four adjacent parcels on the 400 block of Fifth Avenue after soliciting bids from two approved demolition contractors; only one bid was returned.
The director explained the city uses an annual rotation of certified contractors for federally funded projects and solicited bids from two demolition/excavation contractors on the city’s approved list, Pat Ryan Construction and Clean-cut. "I asked for the bids from our 2 demolition excavation approved contractors, which is Pat Ryan Construction and Clean-cut. I made the bid request on December 2 with bids due on December 13. I only got 1 bid back. So I'm moving forward with this bid," the director said.
Staff emphasized the project still requires environmental review and site preparation before any structures are torn down. The director told the committee asbestos abatement work has already been completed by Midwest Environmental: "We already did that work. Okay. Asbestos has already been removed. Midwest Environmental did that work like a year ago." Disposal and hauling remain contractor responsibilities and will be spelled out in the contract, staff said.
Committee members were told that because the four parcels are adjacent the city will use one larger contract rather than separate smaller contracts per parcel; that explains the larger dollar value compared with typical housing rehab projects. The director said the demo contract is executed through the department’s annual federal contracting process and does not require separate committee or council bid award action.
Staff also reviewed the city’s draft CDBG consolidated plan and the annual action plan allocations under consideration for the coming year. The draft figures summarized at the meeting include (annual action amounts): housing counseling $45,250 (with a $25,000 allocation for down-payment assistance incentives), housing rehabilitation $100,000, project delivery fees $51,750, homeless-supportive public services $50,000, clearance and demolition $60,000, facilities and infrastructure $40,000, other public services $30,000, economic development $80,000, and administration/planning $115,000. Staff cautioned that next-year amounts remain subject to HUD negotiation and that the total CDBG figure cited in the department’s summary includes both previous-year carryover and the next fiscal year’s allocation (the director said the next fiscal year portion is about $600,000 of the $1,080,000 cited).
Staff said the public-service competition for the coming year drew nine applications requesting more than the available funds. They also noted contractor recruitment events and a contractor meeting were postponed from Feb. 19 to March because the department delayed scheduling until federal funding status was clearer.
Votes at a glance: The committee approved the minutes from its January meeting (motion by Alderman Johnson; second by Alderman Osinga; outcome: approved). The committee approved payment of bills totaling $62,280.84 (motion by Walter Bowman Johnson; second by Alderwoman Noble). The minutes-recorded roll call for the bills showed five ayes and one abstention; the transcript does not clearly identify the name of the member who abstained.
